Default driven clutch

Driven clutch turns with engine running ,looks like the shaft is also turning, But the wheels don't move .. could it be a key way on the shaft is broke?

The newer carts driven clutch does not have a key way, just a tapered shaft. Spin by hand to make sure the shaft is spinning but not the wheels. If so, start looking at the rear transmission/ differential.

What year/ model cart?

Pull the center caps off the rear hubs and see if the axle is turning. The one with lighter load will turn first. Maybe the hub is stripped.

Ok, looks like drivers side brake hub is striped but the shalf still looks good.
would that be the only problem?..
when I turn the axel by hand they both move ok.
And the driven clutch moves too.

Pretty common problem. Clean up the splines on the axle and install a new hub. You should be good.
