Information sought on EH29c Robin Engines

I recently purchased a gas EZGO Jeep golf cart that has a EH29c Robin Engine. I was told that the cart is approximately 3 years old, and up until I purchased it it didn't have that many hours on it. A friend of mine adjusted the governor on it because I don't use it for the golf course I use it on the road. He also made it where the engine idles in neutral instead of just pressing the gas pedal and it goes. Haven't had any problems with it until I went a longer distance than normal having someone with me, I noticed white smoke appearing out of the exhaust. When I stopped I stopped on an incline and looked under the cart and saw a few drops of what appeared to be oil. I checked the oil and it was low but registered in between the safe mark. Rather than continuing on I turned around and headed home. I would stop periodically to give it a chance to cool. Now the cart will run, however after it has been run and I turn it off, I can't get it started again until the engine cools down. Any suggestions? Does anyone know where I can get a owners/service manual for the engine?
