Default Ez-go stop problem

I have an '85 Ez-go cart that has recently started to hold it's speed when I let off the gas pedal,then when I brake hard enough, it returns to slow, but when I accelerate it takes a long time(2-300yds) to speed up again.
It has for some time been slow to accelerate when an incline or hill etc. is encountered.

Would appreciate any advice or thoughts on this, clutch??? belt????
