Default 98 Workhorse w/ 350 Fuel Issue?

Been working on my 98 Workhorse 1200 build. Put a 295 head on the 350 motor and an inch shorter belt. Been having issues with it running under load. Only seems to rev up to about 1/2 the RPM it should. I have cleaned carbs and adjusted valves to .004 several times with the same result. It seems like it is starving for fuel. I replaced the fuel filter, fuel lines, and crank case vacuum line still no change. Choke on or off has no effect but I have inspected it and it is functioning properly. Pulled the fuel pump apart and it visually appears to be sound. THe fuel filter only fills up a little less than 1/2 way when its running. I pulled the vacuum and sucked on it and it has basically no resistance. I eliminated the pump all together and gravity fed the carb like an I.V. bag and it ran great. Thinking its the fuel pump? Any thoughts?

We did one of these years ago and didn't like it. Never did run out nice? We tried re-jetting and everything? Your fuel filter half full is okay - no problem there.

I kind of thougt the same thing about the level but its almost so low in the filter it appears that it would suck in some air

Low gas in the fuel filter is normal, did you check the pickup tube in the tank? I had one sucking air where it goes into the fitting.

I'll check that out. I ordered a fuel pump. Hoping that is the issue. It is 15 years old and it has sat for the last year.....
