Default low end adjustment

I have a problem that I cant figure out for the life of me. I replaced my 295 engine with a 350 and it runs great. I just cant get the low end right. I assumed I had the governor nut to tight that is why it kept lurching back and forth. I have made 3 passes up and down my road adjusting it and I almost have it backed out all the way and still it bucks back and forth. Not as bad but it is still there? There is a little poping through the carb but not as much as when I started? Is the throttle not opening soon enough? Too soon?
