Unhappy 2003 TXT cuts out going down hill

I just bought this 2003 stroke TXT and because it had a few problems, I got a good deal on it. It has the 295 Robin.
I have tested compression = 180psi on both
Plugs are new, belts are new, fuel lines are clear, new gas, air filter is clean, I can't figure out where the crank case vent tube attaches to engine , fuel pump looked ok when dis-assembled & inspected.
I can start out with some get up & go, but as soon as I hit 12 mph going down hill, it seems to cut out and will drop down to 3mph and then start pulling again. Going up hill seems to stay steady at 5-6 mph. Reverse is better but still not up to par. I adjusted the valves and it's better, but still cuts out. I'm trying to find out how to check the timing.
One thing I noticed is that you can't make this thing roll while engine is off. No need for brakes. Is it possible that the brakes are partially locked?
Any input is appreciated.

The vent tube runs from the back of the airfilter box to the engine block right under the carb.
Sound like brakes hanging, also sounds like the governor amplifying the problem. I would check the brake cables too, they could also be part of the problem. The cart should roll with little effort when the engine is off, if your using a shorter belt it will be harder to roll. If you place the cart in neutral (between forward and reverse) it should roll around with no resistance so to speak.
Timing should not be an issue, these engines don't jump timing without breaking the cam belt

I did put a 1" shorter drive belt on, but it acted the same with the old belt.
I'l look some more ths afternoon.

Ruredy, I found where the tube goes. Thanks for the info. I just need to get a new tube and install. Brakes are not stuck. I found neutral and the brakes are not hanging up. I adjusted the throttle cable. It was only pulling the carb less than half way down. Also the adjuster at the back with the arrow top was needing a spin. Now it is running good for a 295.
Next we will get the big block.
