I know little to nothing about Harley Golf Carts, but maybe this will help you

Most golf carts and little vehicles like my Cushman Truckster have padded seats that are foam rubber inside with a vinyl or fabric cover that's made by sewing pieces of this material together to form the correct shape. The base of this cushion is usually 3/4" plywood shaped the same as the original. The cover is placed upside down on a work bench and the sheet of foam that has been cut to fit is placed in/on this fitted material seat cover. Then the plywood is placed on top of the foam. Beginning at the top and bottom center of the plywood, the meterial is stretched and stapled to the plywood. Alternating from side to side of the center, this stretch and staple process is repeated until the ends are reached. Then the proces is repeated on the ends, beginning at their center and working out to the corners. It's best to use stainless staples in 3/8 or 1/2" lengths to keep moisture from rusting the staples and fabric cover. Special threaded wood anchors can be installed in the plywood to facilitate bolting this padded seat to the metal frame.

Starting with a piece of 3/4 plywood shaped like the original seat is the beginning and you will need it or a cardboard pattern of what you need to begin. With it you can do the rest yourself, or take it to an upholstery shop and tell them what you want. They can build you the seats that you need and fully upholster them for you.

If the seats are molded or shaped bucket type seats, you will likely need to buy new ones, since it requires molding equipment and vacuum forming equipment to put padding and upholstery on them.

You might also get more replies if you re-post your question in the Harley Cart Sub Forum above, Some tend to never look down here, which is a place intended for us that have less popular brands of golf carts and other similar vehicles.

Boat seats mimic the original style HD seats should you decide to just replace the seats altogether.

If you build them yourself like I described above, and don;t find the stainless steel staples in the Lowes and Home Depot stores, try looking in a boating accessory store. They are available, just sometimes hard to find.
