Default Loose spark plug/now it runs bad!

I have a 1994 columbia par car 2 stroke. on a long ride at the lake the spark plug came loose. I got it home and put a new plug and fuel filter in it. It runs but very poorly and does want to pull hills. It also seems to have very little vacumm to the fuel pump but the filter stays full. A boat mechanic at the lake told me the reed plate could be bad. Is this possible and where is it located? I looked at piston top through plug hole and it looks ok besides normal carbon
