Default HELP Cushman GC-400 gas SLOW!

I got my hands on a 71 cushman gc-400 golf cart. It has a 10hp kohler k241 engine. I restored the whole thing, built a lift kit and rear seat kit on to it. PROBLEM: The motor runs great but i cant get any speed out of it. I dont even think it does 5mph. Im a mechanic but i dont have much know how in golf carts. I had a guy look at it with me and he thinks the clutch is junk. the clutch has 4 ears inside that open up but one is broken off. Can anyone tell me if I can just upgrade to a newer style clutch?? I have been searching the internet everywhere but i cant find nothing on this kind of cart. PLEASE HELP

I called all around today and they pretty much told me my motor has a tapered crankshaft end so I cant buy a new clutch for it. I also found out the belt It has on there is the wrong one. I found a guy who knows his cushmans and he gave me the dimensions of the right belt he said it should be 1 3/16 wide by 42 7/8 long. The only thing close I can find is 1 3/16 by 41 1/8. Should that work?

sorry pictures coming soon, however I just installed the correct belt and its allot better. Still not fast like a ezgo etc. but she is 40 years old. Does anybody else run one of these carts? Im getting a ton of vibration when im driving around, I keep havin to tighten up parts that are shaking lose.
