Default Throttle Cable Adjustment

Hi, sorry for so many questions the last few days, but im really having issues getting this cart tuned up properly... my last few questions havent returned any advice/fixes for the problems im having, but i think i have got everything where it needs to be to get the cart working 100%, except for the throttle cable.. so heres my story...

I just purchased a 1992 par car. It was missing the throttle return spring on the throttle shaft, so the cart would not move as the throttle was stuck in the closed position. The throttle return spring for this model of carb springs open the carb instead of closing it. There are no replacement springs available anywhere on the net or at any cart shops i have phoned, so i was forced to hook up a spring to the frame to pull the throttle open when the gas pedal is pressed...the spring is just powerfull enough to open the throttle all the way, but when the gas pedal is released the throttle cable only pulls the throttle back to half throttle instead of fully closed, could i adjust the throttle cable to pull tighter when the gas pedal is released so it would pull the throttle back to the closed position? If so how can i do that?

The spring pulling the throttle open is not overly powerfull and all i have to do to get the throttle to close all the way when it gets stuck half open is give it a gentle tap with my finger and it closes... i just need a little more pull back strength from the throttle cable so it will pull the throttle shut all the way.

i have removed the governer, which i dont think should affect any of these problems would it?

here is a picture of my spring setup at the carb... its the only way i can think of to make this work properly....the cable attatched to the right side of the throttle is the throttle cable... the one on the left is the oil injection cable, which i know is not set properly in the picture.... if anyone knows of a better way to rig this up to work please feel free to let me know... im willing to try anything to get this cart out on the golf course asap!! but as for now i believe if there is a way to tighten the throttle cable to get it to pull back on the throttle a little harder that will fix my problem!
