Default Old Driven clutch problem?

I have a old Melex gas golf cart I believe its a 96. It has a 9hp Brigg's engine. I'm hoping to use it as a maintenance vehicle at a large apartment complex. Mostly level parking lot driving. The problem I'm having with it is that, as soon as you take off it bogs down before the engine can get any rpm built up. So much so that it barely moves at all. I noticed that the driven clutch opens almost immediately after the gas is applied. throwing it into a high gear ratio. Is this correct? Is there a way to stiffen this clutch up so it doesn't happen so soon?

NOTE: I have already tried adjusting the governor. Doesn't seem to matter how its adjusted it still does it.

I took a Kawisaki Mule clutch and put it on my cushman 14 hp briggs. I had to put a shim in it to stiffen it up a little. Below is the problem clutch i had. its probably an old Salsbury clutch with the spider finger cams in it. They are bad about breaking the springs and the fingers.

If your old clutch has tangs on the end it may be that one has broken on jumped the hole its in.

898369A (industrial) and 898570A (turf) with 14hp Vanguard engine.
