The steering wheel sometimes is hard to pull. some use a 2 or 3 arm gear puller. I just loosen the nut to the top of the threads and pull with both hands and have someone hit the nut with a hammer. I use a 50/50 mixture of ATF and acetone for a loosening liquid (best I have ever found). Do not damage the threads. The steering box can be adjusted for some play and that may be enough. Sometimes the bearings are worn. You need to pull the front fiberglass and inspect the steering box and tie rods and ball joints. It is page 2-34 in the manual!

Jack the front of the cart up where you can see all the steering parts and get to them. Then hold the wheel/tire in place while someone else moves the steering wheel left and right and see if you can find any slop. This will point you in the direction of what needs fixed/repaired too get the steering back where it should be.
