Default throttle plate does not move till pedal is half way down

I have a 1978 harley cart. I cannot get the cart to drive slow. it is either wide open or nothing. It seems the throttle cable does not move till the pedal is half way down and the cart is running full speed.


and suggestions for a newB

I have actually had that problem also. The pedal hits a tab that pivots in a bracket. Its the spring loaded one thats easy to see under the front of the cart. The tab that mine was hitting was bent and I bent it back with a couple pair of vice grips and it fixed it right up! Hope this helps you.

The throttle on the carb is sprung to default to full open. The gas pedal and or governor (if its still there) pulls it closed. Neither cable is actually locked onto the throttle lever.

What usually seems to happen with these other than things get completely messed up and cobbled together is the cable gets stiff in its housing and slides out of adjustment under the floor near the pedal. Work some lube into the cable and then move the housing back into its proper position so with your foot off the pedal it just closes the throttle.

I believe there may be a spring behind the accelerator too? Not sure on a 78. If so you may want to check that to see if it's not broken, not rusted together, and otherwise operating properly.

As far as I know they all had springs in the pedals too. Its the pedal springing back to the rest position that pulls the throttle shut. Remember the spring on the throttle is sprung to open the throttle if nothing else is pulling it shut. This is backwards from most engines.
