Default repair manual

just brought home 78 Harley gas three wheeler, need some guidance with the governor, and some brake parts

You're better off just removing the governor. If you have the brake drums they are hard to find. There is another guy on here looking for some.

There are a couple types of governors on these. On your model there should be a spring loaded arm that rides on the back of the clutch. When the clutch moves in or out, it moves the arm. The arm has a linkage that connects to the carb which closes or allows the throttle shaft to open and close.

The other type of governor is basically the same thing, but is a cable.

The 78 has a brake disk, I think, without looking at the manual. The governor really has no use for a private cart (not on course cart). Plus if you use the governor it is a pain to adjust correctly.

I admit defeat. there are two cables one is a choke. the other is next to it but I press the pedal no movement, there is nothing on the carb to say lets go, but it goes like a banshee, I used to repair heavy equipment, I work on my own stuff, BUT, I am puzzled what gives

Well, now you have all of us confused. Indeed, there should be two "cables" going to carb; the choke and the throttle linkage. Are you saying that when you press the accelerator the thottle linkage doesn't move but the cart still runs? If so, is it running at full speed? It almost sounds like your carb butterfly is stuck open.

Of note, I think on those carbs they are sprung to open and not to close like most carbs do. I know the 80s ones are like that anyway. In other words, if you take the throttle cable off the carb it will run at full throttle.

Explained another way, the carb spring tries to open the throttle all the way. The accelerator linkage spring (under the drivers side floor) tries to pull the carb closed. These counter-acting springs are needed to keep things balanced. If your cart is running wide open your throttle linkage spring may be broke or your throttle cable is froze and needs freed up.

the cable maybe broken, when I press the pedal that cable doesn't move, and it not connected to the carb, but I was test driving up the driveway. I need to get underneath and see whats moving or not
