Default quick question

79 harley cart ran excellent all last year, had a ground wire problem to start off this year. Got it all fixed up and ran excellent for the last 3 rounds of golf. Today i took it out and just as we were pulling up to #7 green the cart bogged down hard and would not move. If i pulled the choke it bogged even harder.(it always needs a little choke to get moving everytime) I let it sit for a minute and tried again, It continued to bog down really hard but slowly started to pick up enough power to just barely move the cart, it slowly picked up speed and once it got going it would run full speed, without any problems.... but once we stopped that same thing would happen... it would bog really bad and slowly gain enough cranking power to start slowly moving and would gradually pick up more power until it was at top speed, i could slow down and speed up without problem, but as soon as i stopped the cart, got off to take my next shot, and hopped back on it would bog again and very slowly gain enough power to move and then would slowly pick up speed.... almost as if it was flooding itself when it was stopped and then had to much fuel to start... but once it got to full power/speed it would run excellent until i stopped.... the funny thing is, when i put the cart in reverse it starts fine, no problems at all, but when i put it back to forward its back to bogging and eventually slowly starts to move, and then runs good once it gets going... anyone know what could be the problem??

Since it runs better in reverse than foward, I would check point gap and timing.
