Default something don't look right.

I got that '81, 3 wheel Harley home today; not entirely happy.
the left fender is swiss cheese down low (can't see with the floormat, need some fiberglass work) the body while not terrible is gonna need some 'glass work; (was supposed to be "perfect")
the gas pedal cable is laying there disconnected, by the carb. what kind of linkage piece should be there to hook it up?
Like my 73 this one appears to not have a governor (one of the main reasons I got this one) was to use as a "model" to go by, to get the 73 back together that don't appear to have a governor either, that guy had the throttle "rigged" in the worst way, tight to the carb butterfly shaft; I have never worked on an HD golf cart so I have no "past expertience" regarding how they are "supposed to" look. I DON'T wanna blow them up.
Lotsa butchered wiring.

the good; battery a lil weak but it tried to turn in both directions
the engine isn't "stuck"; I'm gonna throw a charge on it and see what happens.
the "need for a gas tank" is only a need for a grommet where the fitting goes into the tank.
the body is better than the 73, will need less fiberglass work.
the frame is way nicer than the carcass that I stripped the rest of the way and scrapped a couple weeks ago; (basically got a good left fender out of that hulk and the steel under body reinforcements for the 73 was all)

After I popped the body up and started looking things over, the guy said "no hard feelings" if I walked away;
He claimed to "know nothing" about carts machanically, but then said that he had been flipping them for profit for 20+ years; I guess he takes them to some guy in Iowa City to "restore" them. Supposedly he just got this one "a week ago" and figured that the gas that it would cost to take this one to Iowa City would be "too much" and decided to just sell it as he got it.
But when I asked to "confirm" the OK to walk away he THEN said "if I pay him the $50 that it cost him for FeeBay fees;
so well over $100 in gas to go there and back; about 350 mile round trip; and then he expects me to pay his *** Ebay fees if I change my mind? It wasn't wuite the "clean" cart I was expecting; I wasn't gonna pay him his fees, just pi$$ that $ into the wind, it was bad enough what it cost me to go up there and back, exclusive of the price of the cart; I asked if he'd split them and he said "there was no way he reasonably could" either I pay the fees or pay for/take the cart; so since I made the trip I dragged the *** thing home; but it will need more work than I was anticipating to become functional.
Supposedly the guy has like 4 mo to live and wants to liquidate some stuff;(lung cancer) after spending the last 4 mo in the hospital; yet he went out last week and bought a 1 year old "program car"; basically a brand new demo model car; if I had only 4 months I don't know that I'd spend the money on a new car.
He had 2 other carts there an older 4 wheel EZ-Go that was "his toy" and a 4 wheel H-D in the garage that was supposedly "not his, just storing it".
With the fuel to go after this one included, I have around $525-550 into it.

So on the 73 and the 81, just how IS the throttle linkage supposed to look? Where are these governor parts supposed to be; under the shroud?

I will post some pics in the next day or two. Mine runs, and everything is where it should be. I repair carts for a living and will try to help you get over a bad buying experience.

yeah he has a 4 wheel gas HD sitting in the garage that he said "wasn't his," when I went to look at it yet I get home and it's "mysteriously" on Feebay under HIS ID!! $500 starting bid; Isurprising as much crying as he did over what Feebay charged him to sell the one I got!
I need gov parts for 2 of these carts; the 73 I originally had and now this 81. and either good pics (not the too dark ones in the HD manual I have that I can't make out either) or else an intact cart nearby that I can compare to these.

Dear, anybody reading this .......

Just because you won something on ebay does not mean you have to accept it for the amount agreed upon IF THE ITEM IS NOT AS DESCRIBED. (that's a period)
Don't let some lying sack of chit talk you into paying for an item you don't feel is what you bought !
I hate that crap! Tell them you are going home to file a discrepancy with eBay!!!!!

I would have walked away cursing the SOB and asking for fuel and time dispensation.

I will post some pictures of mine also in the next few days. I have an 82 4 wheeler. It will be a little different but mostly the same on the basic stuff. There are a few Harley guys on here that should be able to get this cart going for you.

I have been getting away from Feebay;been buying less and less from there, and have not sold there since they made accepting paypal a requirement to sell; maybe old fashioned, but I refuse to punch in a credit card number over a computer. I don't "bank from home" either.
I last sold there, like 5-6 years ago when they robbed me $22 in fees, to sell 2 items for a combined total of $55; certainly wasn't worth it.
That said, I have seen worse looking carts on there with higher starting prices than this one.
and now that they are sending sellers the equiv of a 1099 tax form at the end of the year that you have to claim, between that and Paypal requiement I will probably NEVER sell there again. Just because I sell something for $1, don't mean that $1 is 100% profit; more and more are requiring sales tax on in state purchases; on the way to get this cart, I stopped about 30 miles short of the cart, to p/u a Kohler flywheel that I also bought; this seller isnt the 1st to tell me about the sales tax BS. Ebay USED TO BE a great place to both buy and sell;
with alot of parts I am needing, I can very often buy them cheaper at retail right here locally; never used to be like that, either.

I refuse to do paypal; if close enuf I would rather go get it and pay cash or else send a MO.
If I can get them both going reasonably, (the new one and the original one I had,) I guess that they will "average-out" to be an alright deal....

thanks, I'd appreciate the help; as in "guidance"; with my years of general mechanical experience I don't think someone else "getting them running FOR me" will be needed. that was always a sticking point for me especially at this one job; some people think "helping" them and "doing something "FOR" them is one and the same thing; it ISN'T; If Tonka 329 chimes in I'd almost bet $$ that he knows exactly who I am referring to.

You really don't need the governor unless you have to have it. the carb is spring loaded to open wide when loose. The gas pedal is adjusted when is is at rest the throttle is closed. When the pedal is pushed down the carb spring opens the butterfly. Sorry I can't explain it better I hope this helps.

Ok then how's a way to hook up the throttle to the carb without the governor and w/o jury rigging it? most of my exp is with 4 cycle like lawnmower, tiller, go cart etc engines that WILL blow up quite readily if allowed to overspeed mery much or for very long.

the pedal cable goes direct to the butterfly lever. When the pedal is pushed down the cable pulls away from the lever and allows the spring on the lever to open the throttle.
When the pedal is released the cable pulls the throttle butterfly closed
