Default 1981 fuel problems

I have a 1981 Ezgo Harley Davidson golf cart. It has a 2 cycle robin motor on it.
It starts good and runs good, till it runs out of gas about a mile down the road. When it does this I blow into the tank which pushes the fuel back to the filter and it starts right up. The motor has been rebuilt. I have tried to run it with the gas cap off same results. It is literally not getting the fuel from the tank to the carburetor. It is not consistent. I am wondering if the person did not replace the fuel pump when the motor was rebuilt? my tank is on the back. The set up is a long rod that goes in the tank, and the pump is pumping it from there.

Well this is my best guess, you need to vent the gas tank. A 2 cycle 701 Yamaha engine works with pressurized tank. Tell me more about the carb. Does it have a return line? Also might change the high end jet.

I have a vented cap. I even took the cap off and ran the cart. I put a new fuel filter on and checked the gas lines to see if there was anything plugged. To start, I bought the cart used. It has a 2 cycle robin motor on it.
What I did as a last resort is take out the air or fuel jet on the top of the carburetor. I drilled the whole out bigger on the jet and put it back in. it has not quit on me since then. I don't know if that was the problem or not.
