Default questoin about governor

When I was test driving my cart after motor work was done I noticed it slows down a lot with any sort of incline. Is it better to remove the governor completely? If I do that will it cause any problems when I do have to climb steep hills?

There are no problems with removing the governor. Most everyone does it.
