That is a reed plate assembly. This allows your fuel mix to enter your engine. Looks as though your leaf spring, is missing one of its pedals. Those little pedals open on your engines up stroke, and allows your fuel mix into the engine. Then those little pedals close on the down stroke, to stop any fuel blow back into your carburetor. You should be able to find the parts you need, just check the site sponsors.

Be sure you add a little loctite to the mounting screw, so it doesn't vibrate loose, they been known to do that. The reed plate gasket has a small hole in it, be sure that the hole lines up with the one on the reed plate it self. Good Luck
