Default Flooding carb.

Need a little help with this problem please, after replacing all gaskets, on my the carb it now floods. Cart was running fine just, before I mocked it up, I wanted to repair the leak. The carburetor had a leak around the plastic fuel inlet cover. I removed the Tillotson carburetor, planning to to a rebuild it. Dismantled it, and decided to leave the inlet lever and needle alone, seemed to be functioning properly. So heres the question, in the manual it says the fuel pump diaphragm is obsolete, so it no longer necessary to have the " fuel pump diaphragm" with the little flappers in the carburetor? What could be causing the flooding? I now have to choke it to get it to start.

OK a bit more info, removed the carb again, I can see where the fuel inlet cover didn't seat into the gasket, thats a simple resolve. Decided to do a better inspection of the reed plate, in doing so, I noticed that there are 2 reed petals installed, anyone know why? Thanks.

most likely the two reed plates were just stuck together. (oil from manufacturing) flooding might be fuel lever set to high or sticking

Got it, Its running great, no more leak and there hasn't be a need for the choke what so ever. Its the best its ever started sense I have owned the cart. Ended up removing the carb again, completely dismantled it, including the removal of the inlet lever and needle this time. Plus i replaced the welch plug, then Re-assembled and installed . Its never run better.
