Default G22 doesnt want to go slow!

I have a 2007 Yamaha G22 that I just bought last night. The paint is scratched so it needs paint. The body is in good shape except it has a tear in the fiberglass right in front of rear passenger wheel so I will probably just section that. The problem I have with this is that this thing does not want to go slow (under 5mph). It is a very fast cart, it probably goes 25. Im probably going to adjust the governor back to factory speeds. Im guessing around 15. I have a few theories as to why it may not want to go slow but I would like input from someone who has worked on them before. My theories: possible throttle cable, low speed jet, or just the governor is turned to far. Any input would be appreciated! Thanks!


P.S. Im new to the golf cart world, but have basic understanding of them.

Probably mis-adjusted cables and/or the butterfly in the carb not closing. The governor wouldn't cause the problem.

It has new clutch in it. I dont think it was adjusted properly. I talked to a dealer and there is spring in it that probably needs replaced. I guess its pretty common.

Not really. What clutch was replaced? (front or rear). I do not suspect the clutches at all in this problem. I have worked at a yamaha dealer for over 8 years, and my #1 suspicion is the throttle cables were "monkey'd with" in an attempt to get more speed.
