Default New belt problems....please help

I have finally gotten around to replacing both the primary and secondary sliding sheaves as well as install a new belt on my 1982 G1. With the new parts on the cart I'm now having problems. 1). See picture below...this is a cut sheave from CPP and I noticed the sheave will not push the belt any higher for a lower gear. 2). The belt is soo tight that I cannot push the cart anymore. It also is trying to start under a load so the starter is struggling. It will eventually turn over and run with just me on it but if you add another person the cart will not start because the starter cannot turn over under force. It is also lurching every time the starter spins over. Both clutches look like they're working properly when I have the rear end up on jackstands. Is this normal? Will it go away after a break in period?

The sheave can not push belt up higher because the belt is to tight. What does the drive belt measure in width?

1.215" so just a bit over 1-3/16"

Since the belt is just a bit over 1-3/16" do you suppose it just needs to be broken in a little bit? I've never had to change a belt before so I don't know how they act when they're brand new.

As far as it sits in the secondary it looks like the belt is too short I don't think the wearing the edges off will stretch the belt enough to help in my unprofessional opinion was the belt a bear to put on?

width seems OK, I'm wondering if the drive clutch is not open all the way. You said it was replaced too. Perhaps a picture of it. With motor off and belt all the way down againts shaft, is there room to move the belt sideways at all?

Spicy: I measured the belt before I put it on and it was the proper dimension but yes it was a bear to put on.
Big block: I was thinking the same thing about the primary clutch this morning. Last night I noticed that the belt was touching both sheaves so there is no room to move side to side. I'm going to pull the primary again today and see if anything is hanging up in there. I will post pictures once I get home.

Big block man here is a picture of the belt between the primary clutch. It definitely feels tight. Drives and shifts just fine after I greased the clutch shaft but it's still jumping forward with every crank from the starter. The starter also cranks over very slowly like it's under a load and worked just fine before I replaced everything.

Also, is there a torque spec on the primary bolt? I just zapped it on lightly with an impact. Could I have made it too tight that way?

Using an impact is fine. Was/is there a return spring in the primary clutch?
