Default Yamaha G29 auto braking when down hill

Hi sorry for a new question. I just got my first golf cart its a 2008 Gas G29 and wanted to find if this is normal behavior. When going down hill this cart makes it feels and sounds like its auto braking with engine revving at high RPMS.

as i comparison i drove my neighbors older electrical Yamaha golf cart and that one seems to free wheel when going down the same hill.

i've read somewhere that it might be a safety feature on the newer ones but have not been able to identify for sure. I can hear that RPM's are high and i'm probably doing about 19mph, pressing gas pedal a little bit makes is less noisy i guess. How can i tell if its clutch related?

IF your cart is not "modified" then, 19 is good.
So, I feel like it's the governor kicking in and trying to slow your roll.

Gas carts don't just keep getting faster down hill so as not to rev too high and blow your motor.

Electric carts will go faster down hill without resistance

Previous owner had the governor bypassed however I thought something was wrong being that this thing was revving high when I was going down hill.

If no gov. Then going down hill it will rev on up.
