Default G16 transmission issues

New to me 1996 g16. bought on an auction, 30 amp fuse in holder was blown. Changed to a 15 amp and occasionally it will blow, seems to happen at higher speeds. Put in a shunt instead of fuse so I could measure current, but of course it works fine and only draws about five amps.
Main problem is with surging after held wide open for more than a few hundred feet. Cleaned carb, helped a bit. Connected an elevated fuel tank directly to carb inlet doesn't seem to make a difference.
Governor shaft has quite a bit of side play, and I assume this is not normal.
Watching governor while surging at high speed, the governor does not appear to be fluctuating.
I am not trying to get max speed, so governor is relaxed.
Previous owner had installed new cable from pedal to trans and had it as far out in bracket as possible so I moved it in a bit so machine wouldn't take off as soon as you touched pedal.
Am used to buying Oem parts for other toys online, but it seems as though golf carts are different. Do Yamaha dealers all sell golf cart parts? Thanks for any suggestions.

Put in nuetral and watch the clutches make sure belt it coming to top of primary clutch and sinking to to secondary clutch at wide open throttle if that checks out check float level take the carb off and blow air in the inlet while slowing lifting the float it should stop when float is level
