Default G9 won’t go over 13mph

I’m new to the golf cart world and having fun so far. I was given a g9 cart that was sitting in the woods for I don’t know how long. It was sitting with no wheels, missing a tie rod, and the carb, exhaust and air shrouds were all off of it. It got dismissed because they couldn’t get it to run.
Before I got started I checked compression to see if the engine was ok. The compression checked out at 165. So I cleaned the carb. Put the exhaust on. Drained and cleaned out the fuel tank and replaced the lines. adjusted the valves. Changed the oil put a battery in it and POOF it started right up. The engine is impressively quiet.
Here is the things that have me baffled
1. It won’t go over 13mph.
Someone already ran the adjustment down pretty far on the governor. The cart runs 10mph with very little effort but when you put the pedal to the floor it’s almost like driving a car and stepping on the brake and gas at the same time. It’s like it wants to go faster but it just won’t. I don’t know if it’s a tuning issue with the carb because of the uninfilter or if it’s the governor still working or if it’s a clutch issue or maybe it’s all of the above. The carb had a 106 main jet and I swapped it out for a 128 main jet I had laying around. It runs smoother but you can tell it’s rich however it still tops out at 13mph. The clutch has me wondering because the belt is only going halfway up the drive pulley. I haven’t taken it apart yet to see if something is broken or not.

2. Someone put a home made 4” lift on it. I ordered a new tie rod for the drivers side and it’s about 3 inches to short. Is it common to need a longer tie rod on one side with a 4” lift?

3. Can someone tell me what the max rpm is for one of these engines. Also what is the normal operating rpm range.

I would say the governor is working properly? That's close to stock speed. As for the lift, anything homemade is probably not gonna be very helpful to you as far as steering is concerned.

Thanks for the reply guys. I guess I was thinking with the governor adjusted that far in it would be a little more on speed. I had read on here that 13 was around the factory set speed but I thought with the governor tightened up it would be different. Also is that normal when the speed hits the governor speed it feels like the brakes are being applied to slow it down? Also is it typical for the belt to only use the bottom half of the drive pulley? Thank you for the rpm too. I’ve tried reading as much as I could so I didn’t have to ask questions but I missed that somehow.

Not really; they would heat badly...

I think you are hitting the rev limiter maybe, that may be the braking feeling
Sounds like your drive clutch is not working properly.

Do you have a picture of the cart? A G2 will have a rev limiter on it but a G9 will not. A easy way to bypass and get more rpms out of your G9 is to un hook the gov. on top of the rear-end and with a small zip tie hook the 2 cables together and tighten it down just enough to allow your carb to fully close. This is what I did on a cart about 8 years ago and the guy is still using the same zip tie. If it works for what you want it to do I would look into hooking the throttle cable direct to the carb. Just something to try.

Half the guys here swear by running the gas pedal straight to the carb and bypassing the governor all together. I like it there because I have small kids that drive the cart... lol.

Agreed it sounds like your clutch may not be working correctly or the belt may be worn. Grease the clutches and see if that helps. IF it's been sitting in the woods for years they may be pretty corroded inside not allowing it to travel fully. My G9 with Governor set pretty conservatively will cruise 16-17mph. I ran it all the way down one day just to see, and with no top hit about 23mph on GPS. But engine didn't sound very happy so I put it back to where it was. Mine is also one I drug up out of the woods. I imagine at one point there was an air filter in there but the mice turned it into a happy home. They were still there when I evicted their residence and dumped them in the woods behind my shop lol

If it is the clutches you may need to take them off to get the hardened grease out or you will never get grease through to where it needs to go. I've had a couple of cart where the grease was so hard that they wouldn't take grease.

How worn is the belt? A new one is 1 1/4" wide.
