Default 2000 Yamaha G16 Making - Weird Noise

I have a friend that has a 2000 G16 that as a weird noise coming from it. He can't tell if it is the motor or the rear end, but it almost sounds like the sound when you would have something hitting the spokes of a bike wheel.

It does not do it when you start out driving it, but once you get it up to speed it does it and then it continues to do it when you slow down and doesn't stop until you come to a stop. Then once you take off again it doesn't make the sound until it is up to speed. I have some short video's he sent me that I can send to someone, as I don't know how to post video's on here.

Sounds like a governor problem, does the governor function?

I guess I don't know if it functions. The cart is pretty fast so maybe not? Is there a way to check if it is functioning?

Jack up rear of cart, press gas pedal to the floor, while observing the throttle on top of the carb (if you look from the right angle, can be seen with airbox in place). Throttle should go full, then when the wheels reach speed, throttle should close almost all the way to regulate speed, with gas pedal still full throttle. Don't rev it super high during this test.
