Default Slow down a G1

I just got my Father-in-law a nice little G1. He is 87 years old and starting to slow down a bit but still runs his chain saw and lumber mill several day a week. Its getting to much for him to go to where the work is, do the work and return back to the house on his 15 wooded and hilly acres. The cart is for transporting him and his tools to and from the work. The problem is the cart goes to fast for him even at the slowest he can get it to go. Is there a way to slow it down so he's more comfortable? I was thinking a combination of a stiffer throttle spring and a softer spring in the clutch. Lower gears would be nice but I don't think they are available. Any thoughts on the subject? Thanks

Screw the Governor in some. I believe out is faster... Lower the air pressure in the tires some as well Put a block on the floorboard so that it limits the pedal throw.

I'll try the governor. A block on the floor wont help, the drive belt locks up at a given rpm point and just wont lock up earlier in order to go slower. Thanks

Edit: Now that I think about it, I don't think the governor will help either. It controls top speed not lower speed.

Another idea would be go down to 16" diameter rear tires.

Turn the governor screw out to slow it down. You can also adjust the linkage so the carb doesn't open all the way. There's a few rods you can adjust provided everything is still there and untouched.

Seems like I'm missing something. I thought the governor only controlled top speed! All the linkage is there and functioning. I just don't see how the governor would control when the drive clutch engages.

Edit: I really need to slow the minimum speed, not top speed.

Adjust the carb linkage here. Adjust so the carb butterfly is opening very little. That should slow it down.

Sounds like the throttle is way out of whack now. You should be able to drive it at 3mph if you want. But, a 2-cycle engine hates to live life at 3mph, spark plug may never get hot enough to do it's "self cleaning thing", that would mean more often plug changes.
