Default G16 Shocks

Recently bought a 1997 G16a and have been in the process of rebuilding it. Only paid $1100, so I understand that it might have some problems. I have purchased a Jakes lift 6" (not the long travel kit) and some 23" tires. Now comes the problem. I have not put the lift on the cart yet, because I am trying to decide if the shocks need to be replaced. In its stock condition, it rides like a freight train. The only replacement shocks that I have found are about $100 each ($400 for the set). That is a little more than I was planning to spend. Will the lift kit and larger tires possibly give me a smoother ride? Can the shocks be rebuilt cheaper than replaced? How can I tell if they are worn out? Anybody know a good place to get replacement shocks at a good price?

23" tires running low pressure will improve the ride.

Is it common for a stock cart to ride rough? How can I tell if the shocks are worn out?

Golf carts are designed to run on a nice smooth golf course and not much over 12mph. They also regularly run a 6 ply tire with heavy side walls.
We are asking alot more from them these days than they were designed for so it's really not that the cart rides rough, we just want more from it.
The cheapest way to improve the ride is a larger tire with a thinner sidewall and running lower air pressure.
Shocks rarely fail under normal carting conditions but they can, most times you will see it by way of a fliud leak from the shock.
