Default G1 will not start

Cart was not running when I bought it , I replaced seals, cleaned carb,,adjusted float, getting gas now.110/120# compression, getting good fire, tries to hit but not enough to start running.I did mark timing and put back as it was which is in middle of screw slot? I adjusted float until it over flowed and readjusted it where it did not over flow.It is getting gas because I am getting a fog or cloud from muffler.I also pulled piston out and did not mark it as to how it goes back,I have the arrow to exhaust side now. Is this correct? Thanks for any help you guys can send my way,Jackie

Yes, arrow to the exhaust. Check the fuses on the rear inner fender.

Pull the plug after you crank it, is it wet? Fog out the exhaust tells either you are flooding the plug or no spark.
You say you have good spark so I assume to much fuel. Is spark consistant?
Try a new plug or another new plug.
A puddle of fuel in the crankcase will soak/short a plug and take a little while to get cleared out.
