Default Yamaha Pro-Hauler 700 question??

Hello everyone, I have a 2005 Yamaha Pro Hauler 700 My question is can someone please tell me what the small shaft that sticks up out of the differential
does? It has a cable mounting bracket but no cable. I tried to turn it but I can't seem to get it to turn more than a hair.... The end of the shaft has two flat sides like a lever should be on it. anyone ever see this before? I can post a picture if needed. Thanks guys

if its the gov. shaft then it was used to regulate the speed. someone might have by passed it to get a little more speed out of the cart

It does not turn when rolling....... Not sure how this would govern anything. I am hoping it is either a low range selector or a axle locker... (fingers are crossed) on for the locker....

This thing appears that it has never had anything on it from the factory. there are no wear marks or any marks at all on the cable mount. I really think it was an option on the pro hauler 1000 that they didnt offer on the pro hauler 700. I have searched the web but have not had any luck. Not many people have the Yamaha pro hauler 700 or 1000. Maybe I could write Mr. Yamaha himself?
