Default Top Speed Surging problem - 2001 G16

I just installed a plowmans filter and jet kit on my 2001 G16 and it now feels as if the cart is surging at top speed while on the flat or going downhill. There appears to be no signs that lead me to believe that I need some tuning done on the engine. It fires up easy, there is no back-firing and it appears to run fine up to the point of full throtle. Can this be a clutch problem? I have yet to install a new clutch assembly or belt.

you could also have a cdi unit going bad

you can also check the negative wire going from battery to wiring harness

the part from the battery to the harness goes bad sometimes

I will check out the governor again. It doesn't appear that it is cutting out or hitting the point where the govenor is taking over. I ran carts before that were unmodified and I never felt it react like this. As a matter of fact, this problem started long after I altered the govenor but immeditaely after I installed the plowman filter and jet kit. Maybe I should call them.
