Default G9 no low end power

I have a 94 G9 that has seen better days. I picked it up for 400. I got it running, rebuilt carb and changed oil. Fixed the wires that some idiot cut up and taped together. The air box has no filter and is not tight. The carb spacer is cracked (got one on order). The govenor has been taken out of the system and I am having to make brackets to hold the cable so right now the throttle plate does not close all the way. Here is the problem it has no low end power. will not hardly go up a hill. I have read about how important the air box is on this engine but parts of mine are missing (no surge tank). Is there an aftermarket filter like a pod for a motorcycle that can replace the box or should I start getting parts for the stock box? I think its is running lean. runs great if you keep the rpms up but the carb adjustments (air screw) seem to have no effect on the way it runs. I have also read about a company or supplier named CPP in this forum. Who is this? I can get my hands on a vangard motor for free and wondering if I should go that way rather than try to fix the yami.

You probably wont get good results till the carb spacer is replaced and the air filter box is sealed.
I gutted the air box and snorkle and drilled out the main jet to accomadate the improved air flow.I put an aluminum shroud over the air intake to stop water from having easy entry into the filter box. You can see the shroud in these pictures.
The throttle cable should be mounted directly to the carb, and can be adjusted so carb will close. There is much info on this if you read the sight and is recomended for engine survival.

i will keep plugging. that is an insainly clean cart. thanks for the tip about the cover for the air box. ordered a filter and new rubber clamp things.
