Cool Am I getting enough fuel?

I hope someone can help. I've got a G2 that seams to be lagging. I put an inline fuel filter (between the tank and the pump) on it and when I rev up the engine I can only see fuel in the very bottom of the filter. Does anyone know how much fuel an inline filter should have in it when running? Seems to me that the filter should be 1/2 -3/4 full.
Is there a test to find out how much fuel should be getting to the carb?
