Default G1 Running Rich..No Power

I bought an old G1, The engine would start but would not accelerate, was missing and seemed to be running rich. It had low compression so i did a top end rebuild, new jug, piston, rings and seals. got good compression after rebuild. replaced crank seals, cleaned carb, replaced plug, Plug wire, air filter, new gas and oil. Engine starts easy but seems to load up with fuel and wont accelerate. I also cooked out the exhaust with no apparent benefit. I got frustrated and took it to a local golf cart mechanic. He is stumped. He has tried replacing the carb and coil with no results. He is now thinking it might be the CDI box not advancing spark in proper timing but he is not sure what to do with it. Any thoughts?

make sure the carb is the right year for cart, it makes a big difference in the way they run. If its a pre 1982 the carb should say J-10 on the side

See the sticky here on CDI ignition where they built their own. Not saying that is the issue, I would look at fuel first. Is the reeds working right?
