It could be several things. Fuel pump, pulse line, plugged jet, worn brushes, stuck miroswitch. Read through the STICKEYS and then try to figure out what the symtoms are telling you. How does it run in nuetral? 22mph is pushing the limit for speed with stock gearing, tires and wheels. Bypassing the govenor, without using a tach, can be dangerous to your engine. Sorry I can't be more difinitive with the help but I need more info about the symtoms.

I had this same problem pull the vacuum line off of the fuel pump that goes to the engine case and make sure you can blow through it.

the guy also told me after he adjusted the governer he had to always run it with the choke all the way out so it wouldnt backfire soo the choke is all the way pulled out it seemed like that wouldnt be the right thing to do

Correct, not the right thing to do, running with choke out that is. It's very hard to diagnose engine problems when not stationary. There should be a spot in the travel of the forward/reverse lever that you can find neutral. Start out slowly in forward and slowly move the lever toward reverse. At some point (before grinding reverse) you'll find neutral. Once you find neutral I'd remove the air cleaner box and watch your carb operate while you throttle up and down. You need to make sure the throttle closes completly when you let off the gas or you'll get backfiring.

When you have to "have to pump the gas a few times somtimes" what does the cart do? Does it turn over and not start or not turn over at all?

My cart used to go along just fine and die. It would turn over but not start. After a while it would be ok. That was the ignition coil. When it got hot it would not spark good.

One other time it would not start. I could press the gas and nothing. I would pump it and normally it would start. It wound up being a weak battery. I replaced it and it is fine now.

Just for the record, "pumping the gas" on your golf cart only results in opening and closing the throttle of the carb. and does not pump any gas into the engine (like the old auto. carbs. use to). Pumping the gas however does open and close the accel. microswitch and also opens and closes the engine stop relay (which grounds and ungrounds the ignition coil). Your troubleshooting needs to determine if you go down the fuel problem path or ignition problem path (hopefully you only have one problem). Needing to run with the choke activated is definitely not a good thing and is an indication that you may have some plugged passages in the carburetor. Opening up or cleaning the main jet will not correct plugged passages. Cutting out periodically usually is not a carb. problem, but could be fuel pump or ignition. Good luck - RAY

When I pump the gas it's conpletly dead not even turning over I checked the vacuum line and let it turn over in neutral with gas line off carb fuel pump is working fine seems like more of a ignition problem or something

Just to clarify one more thing... It is running fine and dies while you are moving correct? And when you press on the gas it does nothing correct? If those two things are correct I would check the stop relay and the gas pedal micro switch and all there wiring.
