G16 won't climb but doesn't bog

Just bought a g16 that had been sitting for 2 years, through a battery in and it fired up and drove fine. But, once I pulled up to the ramps into my truck, not a huge incline, the engine didn't seem to bog much but it would not climb. Clutch? Belt? Any suggestions?

Pics of clutches & belt? Could be many things, lets rule out the easy stuff first, what is working. Is the governor adjusted up, or stock setting? Does it accelerate smooth AND do ~14mph top speed without the motor screaming at high rpm? (are the clutches working at all). Spitting & sputtering, backfiring? (is the motor running ok). I have loaded many carts on to truck beds with ramps, and with stock properly working carts, its easier if i carry a little momentum as i go onto the ramps (not fast, but not stopped when the rear wheels touch the ramps either). To be safe, be sure to hook the ramps to the truck so they cannot "shoot out the back" off from under the rear of the cart.

I'll take a picture shortly, I'll check governor. It drove fine on the road and up a bit of incline but I pulled onto the ramps slowly as the last time I ran into the front of the box and dented badly... This truck is a lease so wanted to be more careful with this one haha. No backfiring maybe a little sputtering which I thought was just 2 year old gas.

When i bought my current g16 the gas was old and had no gas stink to it, i poured heet or isopropyl gas line antifreeze in and after about 5 mins it ran a whole lot better, works best if the tank is mostly empty and you top it off with fresh gas
