Default G16 Hard to Steer

Hey Guys, I picked up a 2000 G16 the other day. For some reason it's hard to steer. It steers fine when I put it on a jack, but once the front wheels on are the ground, it's hard to steer. I've inflated the tires, but don't now what is causing this. Has anyone come across this one before?

talked to a cart mechanic & he said their is a small screw on top outside of the steering box in the middle & he said if it is overtightened it will bind the steering

Well, I found the problem. It was the simplest of things, the front tires had very low air pressure, though you couldn't tell by looking at them. The night before I filled them up, but didn't drive the cart until the next morning. The tire valves were shot, hence, they were flat during my first ride, making it very tough to turn.
