ok I just tried to get a reading off the m- and b- and it didn't show battery pack volts. the only way I can get a battery pack reading it off of one big post and either small posts on solenoid.

If your solenoid is not clicking the controller is not getting power in.

solenoid is clicking in both directions.

Have you checked the F&R for continuity or disassembled it for visual inspection.

I'd you have crazy groves in pads or its not shiny copper then you could have a problem there. Mine were heavy pitted (gouges from corrosion)

when I took it apart it was smooth and shiny. springs and everything looked new. I just checked the motor again and it's good to go. I even tested to make sure m- and b+ had full battery pack and it does. full battery pack at motor as well. here is a list:
tested motor
new solenoid
all new wires and cables and connectors
2 controllers
new f/r switches
new pedal switch
new inductive throttle sensor
new key ignition
tested batteries
bypass reed switch
I don't know what's next
