parents have one that the steering wheel has play up and down when you hit bumps how do you tighten or does it need a new wheel

Is the play in the steering wheel itself or is it in the steering shaft? Does just the steering wheel move up and down or does the entire assembly?

Isn't there a bushing that is behind the wheel that can be bad? I think I read something about it?
