Default Clutch problem

I have a comet 780 clutch (I think). My issue is it won't fully disengage and is keeping some tension on the belt causing it to engage the wheels. The only way I noticed is to remove belt (huge pain because of the tension wont let you slide it off but you have to unmount the motor to give it play). Once I have the belt off i rev the motor and expand the clutch then use the belt to pop the clutch closed again and it goes back to normal for a little bit and then does the same thing again. Any help is greatly appreciated!

Idle too high? Otherwise its a clutch issue its dirty or worn/etc.
