Have you ever in your life seen a tire like this? If so, what is it?
I saw these tires on a cart at the campground. The owner wasn't around. What is it, and what is it for???

Airless tires. They are starting to make them but still somewhat experimental. Don't work too well up here in winter as they will load up with ice. They take a special rim on bigger sizes. Really, these would be very practical for some of you guys, no need to buy black rims!

These most likely came off the rear of a zero turn mower, exmark or Deere.

It's a low ground pressure high traction, flat free tire. Military designed but now becoming popular for skid steers and large mowers. Can't say I've seen them on a buggy before. He/she must have gotten a deal on them or have deep pockets. They're not cheap.

Yep what everyone else said. They come on some zero turn mowers. Developed originally by Michelin, Goodyear is also making them. They have been testing them on cars for a couple of years now but you still can't buy them. At least yet....
