Default Removing Governor Shaft assembly?

I am considering welding the spider gears up in the rear end of my Yamaha G2/G9 gas. I have already bypassed the governor and hooked the throttle cable straight to the carb. I've been trying to track down a slight chattering noise coming from the top of the rear end @ higher rpms. My local cart dealer/mechanic that I sometimes talk to said that it seems the Governor shaft is making the noise. I think it could also be the secondary clutch helix. I have installed the metal spacer that eliminates the c-clip on the output shaft, but there still could be some play in there.

Anyway...

My question is, can you remove the governor shaft and the parts connected to it inside the housing and just plug the whole in the housing? It seems to me, if you can get away with not using it and can eliminate it from the rear end it would be less parts moving around to make noise.

I wouldn't even bother with removing it if I wasn't already tearing the rearend apart.
