Default I want more power

I finished lifting my cart and I noticed I slow down a lot going uphills. I am thinking about getting a severe duty belt with a power spring kit. Then while I'm at it adding a 200 rpm spring kit and a key to turn off mod. I am running 23's do you think this would be ok or should I add in clutch machining into my list. I'm not doing any off road hill climbing just road hills

My yamaha was ok with a spring kit bypassed gov. , gutted muffler BUT real power comes with a bigger motor. You might want to post this in the Big block section,
