Typically you don't change the pulleys you change the rear end's gears. Several site sponsors sell gear sets.

23 mph is about right. As far as engine goes, it's about rpm and at 23 mph you are about at the top of your rpm limit. You could go with 22 or 23 inch tires, that will change your speed by about 3-5 mph. And yes a taller gear like 8:1 would allow another 10mph or so.

I put an opposed twin in an EZGO a few years back. It's got crazy torque at any rpm and if you tune the clutches right it acts and shifts like a 3 speed it's crazy. It would do almost 40 all day long. But if I had to do it again I'd try and go Vtwin it's easier to fit and more parts are available.

Pachanga on here has one in an EZGO now.

Told ya. V twins are great in carts and the opposed might be slower due to lower rpms but there is something that just warms your heart. Plus tuned right when they idle they sound exactly like a small block chevy idling.

I compare them to our 50's/60s' Triumph Motorcycles. They are Parallel-Twins with that same lopey-idle and clatter.
