Guys it's for picking up horse sh*t in the parades I go in. But I do like the ideal of the scoop in the front. Let me see how to do this.

How about spring mounting the pan just off the ground to keep trension on the road with a wheel or swiveling caster on each side so it glides easily. Mount the pan at a shallow angle with a small step down into a belly pan/collection area that hangs under the cart?
