Throttle after govenor kicks in

I just got a 99 gas ezgo txt that I have been working on. I installed a new fuel filter, fuel pump, and new carb. The cart runs great when I press the gas and takes right off. The problem is when I reach top speed and the govenor kicks in I floor the pedal and it will not accelerate until the cart almost comes to a complete stop then it takes right back off. Any ideas?
