All depends on the material it's made from. Acrylic fabric, sealed nylon, poly-anything, vinyl, cotton, there'll all different.

Best bet to prevent fading is to go with a lighter color next time. A cover is meant to protect what it's covering and they aren't going to last forever.

If that's canvas (or something else that's absorbent) you can simply go to a fabric shop and get some dye. If's it's mylar or vinyl or anything else that isn't absorbent then there probably isn't much you can do.

I have never used it but have heard 303 fabric guard helps. People us it on rv awnings.
