nole , they did not make 48v club car ds til 94
it might be the serfice charge that is 7.3v
reading should be taken after a full charge and 12 hours rest
on a 90's 36v cart you will get 12~15 mph
if it is a 90's cart upgraded to 48v then it needs batteries
