#1 candidate would be the fuel pump. These are VERY simple engines with the magneto ignition system and basic carb. The fuel delivery itself is a little complicated to get balanced. If not right the fuel bowl bleeds excess fuel at idle or the engine dies from a lean mixture a higher rpms. I learned the hard way that running lean will result in blown head gaskets. A first check however would be dropping the carb bowl looking for varnish or other debris.
