Another point to check, is that if the front springs are very weak, a low ride height due to the design of the steering system, would actually cause toe out that you dont notice unless the cart has a payload, while checking the tracking.

Nope, doesn't make a bit of sense....
His cart should have the new style steering so this should'nt be a problem.
